Background of the Case

The Singapore Police Force (SPF) revealed that Vikneshvaran was placed under enhanced supervision in October 2022 due to concerns regarding his work performance. A supervisory check conducted in January 2023 uncovered irregularities related to case exhibits and document management. This prompted a comprehensive review of all cases he had handled.

During the review, it was discovered that Vikneshvaran had allegedly forged nine documents, which included seven police statements and two acknowledgment slips across seven different cases. These cases comprised five ongoing criminal investigations and two concluded cases that did not lead to prosecution.

In the five ongoing cases, Vikneshvaran reportedly conducted verbal interviews with individuals, either in person or over the phone, and subsequently recorded these as police statements. He is accused of forging the signatures of the individuals involved in these statements.

Following the discovery of these irregularities, the SPF took immediate remedial actions, which included properly recording the necessary statements by newly assigned investigation officers. The Attorney-General’s Chambers later reassessed the cases and concluded that there was no miscarriage of justice resulting from Vikneshvaran’s actions.

Police Response and Integrity Measures

The SPF emphasized its commitment to maintaining the integrity of the criminal justice system. The police force has a system of regular audits to monitor case investigations, and supervisors are alerted to any lapses. Officers showing signs of underperformance are closely monitored, and any irregularities prompt swift internal investigations.

A spokesperson for the SPF stated, “The SPF takes a very serious view of law enforcement officers who contravene our laws and will take swift and decisive action to protect the integrity of our criminal justice system.” The statement further reiterated that officers are expected to uphold the law and maintain the highest standards of conduct and integrity.
