A woman posted on Facebook of notice by Kopitiam & NTUC Foodfare stating the establishment only allows groups of up to two fully vaccinated to eat at a particular outlet.

Outlet can have their own practices.
Although the rules allow up to 5, businesses may choose how they want to apply it. So the law says up to 5 fully vaccinated can dine together.
If Kopitiam chooses anything more than 5, that would be illegal. If they choose anything up to 5, it would be okay. They can even choose to not allow dining in until they deem it okay. This isn’t breaking the law.
The new regulations tell you what they can do, not what they must do.
