A 21-year-old man, Mr Teo, was racially and physically attacked by a 33-year-old man at East Coast Park.
Teo was cycling with his friend and they stopped because one of them had a flat tyre.
They then phoned another of their friend to come and pick them up.
They loaded their bikes into a van at the open carpark when a man started making racist remarks at them.
He called them “Chinese dogs” and asked them to “go back to China”.
The three then stayed inside the van to avoid a confrontation.
The man then released air from one of the tyres of their bicycles, and Teo then had no choice but to alight from the van to fix it.
The man then allegedly assaulted him; pushing, punching and kicking him.
A passerby then called the police and the 33-year-old man was later arrested.
