A Taiwanese woman accused of repeatedly dining and leaving without paying at upscale restaurants in New York has had criminal charges dropped after a judge ruled she was not mentally fit to stand trial.

The 34-year-old, identified as Pei Chung, had allegedly become notorious among restaurant operators in Brooklyn after visiting multiple high-end dining establishments over a short period and leaving behind unpaid bills. According to investigators, she reportedly carried out similar acts at least 11 times in just over a month, often enjoying expensive meals and drinks before leaving without settling the bill.

Restaurant staff also claimed the woman occasionally attempted to negotiate with establishments after finishing her meals. In some cases, she allegedly suggested promoting the restaurants on social media in exchange for a free meal, while one complaint alleged she even proposed “repaying” the debt with personal favours. The unusual claims quickly sparked widespread attention online and within the New York dining community.

Luxury Lifestyle Image Masked Growing Financial Problems

Despite allegedly refusing to pay restaurant bills, Chung reportedly presented herself as a wealthy socialite when visiting these establishments. Witnesses said she frequently appeared dressed in designer clothing and projected an image of affluence.

Court records, however, suggest a different financial reality behind the luxury appearance. Authorities revealed that Chung had been living in a high-end apartment since 2021 but stopped paying rent in August 2024. The unpaid rent eventually exceeded US$40,000, which is approximately S$54,000 after currency conversion.

While she was being held at Rikers Island, a well-known correctional facility in New York City, her landlord successfully proceeded with eviction proceedings. The case highlighted a dramatic gap between her outward lifestyle and her mounting financial difficulties.

Judge Rules She Is Not Fit To Stand Trial

During a court hearing this week, a judge ruled that Chung’s mental condition made her unable to participate meaningfully in her own defence. As a result, five criminal charges linked to the alleged dining-and-dash incidents were officially dismissed.

Her public defender reportedly told the court that Chung had refused to communicate with staff members while in custody and had even declined to leave her cell at times. Due to concerns about her mental health, the court ordered that she be transferred to a psychiatric facility for observation and treatment.

The ruling does not necessarily mean the case is completely resolved. Legal experts say mental competency rulings often pause or terminate criminal proceedings, but authorities can still pursue other legal avenues depending on the individual’s condition.

Immigration Issues May Prevent Her Immediate Return Home

Even though the criminal charges were dropped, Chung is unlikely to regain her freedom immediately due to complications surrounding her immigration status.

Reports indicate she arrived in the United States in 2019 after receiving a scholarship to study at Pratt Institute, a well-known art and design college in New York. However, her student visa reportedly expired in 2021, raising concerns that she may currently be staying in the country illegally.

If her mental health improves, she could still face proceedings from US immigration authorities. This may lead to detention by Immigration and Customs Enforcement and possible deportation back to Taiwan.

Courtroom Behaviour Raised Concerns Earlier

Chung’s behaviour during earlier hearings had already raised concerns about her mental state. During a previous court appearance, she reportedly interrupted the judge repeatedly and continued speaking even after being told to remain silent.

At one point, the judge had to firmly warn her to stop speaking while the court was addressing the case. During the latest hearing, she refused to enter the courtroom despite being brought to the courthouse, forcing the proceedings to continue without her present.

For now, the once high-achieving student and former software engineer will remain under psychiatric care while authorities determine what steps should follow next. Her long-term future may ultimately depend on both medical evaluations and the outcome of potential immigration proceedings.
