Two Men Arrested and Charged for Separate Outrage of Modesty Cases in Singapore
Two men, aged 41 and 53, are set to be charged in court on 28 June 2025 for their suspected involvement in separate cases of outrage of modesty. These incidents, which occurred just hours apart, have raised concerns about public safety and personal security in shared spaces across Singapore.
The first case took place on 26 June 2025 at around 12:30pm, when a 41-year-old man allegedly molested a woman at a hair salon located along 70 Stamford Road. Acting swiftly on the report, officers from Central Police Division identified the suspect and arrested him within five hours of the initial complaint. Follow-up investigations revealed that the same man had allegedly committed similar offences against two other women on separate occasions.
The suspect will face one count of outrage of modesty under Section 354(1) of the Penal Code 1871. If convicted, he could face a jail term of up to three years, a fine, caning, or a combination of these punishments — reflecting Singapore’s tough stance on sexual offences.
Second Incident at Teck Whye Lane
In a separate incident on the same day, a 53-year-old man allegedly molested a woman at the void deck of Block 16 Teck Whye Lane at about 3:25pm. Officers from Woodlands Police Division were able to establish the suspect’s identity through extensive ground enquiries and by reviewing images from Police cameras and nearby CCTV footage. The man was arrested within 12 hours of the report being lodged.
He too will be charged in court with one count of outrage of modesty under Section 354(1) of the Penal Code 1871. The authorities emphasised that such swift arrests demonstrate the effectiveness of Singapore’s integrated surveillance systems and coordinated policing efforts.
The offence of outrage of modesty in Singapore carries a maximum penalty of three years’ imprisonment, a fine, caning, or any combination of these punishments. These harsh penalties are intended to deter potential offenders and safeguard the community from sexual crimes.
Police Urge Vigilance Against Sexual Offences
The Singapore Police Force reiterated its zero-tolerance policy towards sexual offenders, stressing that anyone who threatens the safety and well-being of others will be dealt with firmly under the law. Authorities urged members of the public to remain vigilant, especially in public spaces where such offences can occur.
The Police also encouraged anyone who witnesses or becomes aware of incidents of molestation to report them immediately. Timely reporting can greatly assist in the swift apprehension of offenders and help protect others from similar crimes.
