Failing to comply will result in a fine of up to S$4,000!

How about cats?

Similarly, for cats, the fine is up to S$4,000. Well, the reasons seem absurd as not only dogs roam and pee everywhere and shed fur as well, dog bark and a much higher volume making more noises than cats.

Looks like we have to stay in private properties to have multiple cats and dogs. Keep a pet is a luxury.
