The incident happened in front of the Wisteria Mall along Yishun Ring Road, and was captured on the dashcam of a vehicle that was present at the time.

The man was seen wheeling his wheelchair across the road, while the other passengers remained where they were while waiting for the green man to flash.

The green arrow on the traffic light was flashing in favour of the camcar at the time and the driver had to stop and wait for the man to finish jaywalking before his car could move.

Potential penalties

For riding recklessly or crossing the road without obeying the traffic lights, motorised wheelchairs and mobility scooter riders could face a fine of up to $5,000 and/or a jail term of up to 6 months, under the Active Mobility Act 2017.
