Yishun: Flying Human Waste Littering from HDB Flat, “It’s been a year, nothing done”

A shocking hygiene crisis has emerged in a Yishun HDB estate, where a resident alleges that a neighbour has been regularly flinging human waste, used sanitary products, and other filth out of their window since October 2024. Despite repeated complaints made through government feedback channels and to elected Members of Parliament, no significant enforcement action has been taken.

The incident has reportedly occurred at Block 245 in Yishun. The complainant, who uses the Instagram handle @jacobthewestie, took to social media to highlight the ongoing nightmare. According to his post, the ground floor and surrounding walkway of the block are often soiled with waste – believed to be human faeces – to the distress of residents, pets, cleaners, and children who live or pass by the area.

The resident shared that he fears being hit by falling waste whenever he walks his dog or heads to the bus stop. Cleaners, he noted, are forced to scrub down the area daily due to the repeated biohazard dumping. A used menstrual pad allegedly discovered recently appeared to be the final straw that prompted him to file a police report.

One Year of Complaints, Still No Resolution

Multiple reports were made through the OneService app, as well as via direct emails to the town council, the National Environment Agency (NEA), and even to two MPs representing the ward. Despite these efforts, the issue persists with no resolution in sight. “It’s been a year, and nothing has been done,” the resident lamented.

In his Instagram post, he appealed to the public for advice on what further steps to take, expressing frustration that even official channels have failed to rectify the situation. He also clarified that his intention is not to reinforce negative stereotypes about Yishun, but to protect the wellbeing and dignity of his community.

The story quickly gained traction on social media, with users tagging local media outlets such as Mothership, Channel NewsAsia, and The Straits Times, urging them to spotlight the issue and pressure relevant authorities into action.

Authorities Urged to Step Up Enforcement

This incident raises questions about the enforcement capabilities of town councils and the NEA, particularly in cases involving suspected biohazard offences and public endangerment. Under Singapore’s Environmental Public Health Act, the intentional littering of dangerous waste can carry stiff penalties – including fines and possible legal charges.

Residents have since begun calling for stricter surveillance, such as CCTV installation and daily patrols, especially in blocks where repeat offenders are suspected. There are also calls for mental health assessments, as some speculate that the behaviour may stem from untreated psychological issues.

The police are currently investigating the matter following the newly lodged report. In the meantime, Yishun residents remain on high alert, hoping for a swift and permanent end to what has become a literal daily health hazard.
