He was sentenced on 6 April to 9 years and 11 months imprisonment, as well as 6 strokes of the cane.

Recap

22-year-old Delwin Neo Kah Keng had previously pleaded guilty on 31 January at the High Court to one count of rape, and two other unrelated charges for offences made against another victim.

Neo, who was 19 at the time of the offence, had insisted on sending a drunk 18-year-old girl home, and sent his friends a series of messages, including “am I too innocent to not even touch her?”

His friends warned him not to touch her but he still forced himself on the victim and raped her.

What happened?

Neo was a full-time NSF at the time, and on 20 November 2019, he met the victim at a birthday party in Clarke Quay that he had organised for a friend at a club.

The victim got drunk at the party at about 2am, and was lying down drunk on a sofa; Neo then took a video of her and sent it to a WhatsApp group chat for the party attendees.

He told the group at 2.20am that he was going to send the girl home and one of is friends told him not to do so, but Neo insisted.

A promoter at the club offered to send the girl home but Neo insisted of sending her home himself, booking a taxi along the way.

The two then arrived at about 3.30am at the girl’s flat where she lived alone, and after entering her home, the girl told him to lock the gate and throw the keys through the gate after he left.

The girl was inside her bedroom, thinking that Neo had left, and took off almost all of her clothes before falling asleep on the bed.

Neo asked her to perform several explicit acts on him at some point but was rejected by the girl who went back to sleep.

He then texted a friend at about 3.45am, saying that the girl was not wearing anything on the bed, before texting another friend at about 4am, saying “I might be a devil soon.”

He then proceeded to rape the victim, who woke up during the assault – he then asked her if it was “nice” for her and continued raping her despite her pleas for him to stop.

He eventually stopped and was chased out of the flat by the victim, and he then kept asking her if she was okay and told her not to tell anyone about what he did.

Later that evening, Neo texted the victim and apologised, and she replied that he had raped her, which Neo didn’t deny and asked her how the matter could be settled.

The victim then called the police the next morning to lodge a report against Neo, who was then arrested on the same day at about 11.40am.
