27-year-old Cavell Chua Ke Qin was sentenced to 3 weeks imprisonment for “stimulating” himself outside a ballet studio while the girls were practising inside, according to TODAY.
He was charged with committing an obscene act in public on three occasions; 11 April 2021, 22 July 2021 and 4 June 2022.
Chua had gone to a ballet studio in the central region of Singapore at varying times (the details of the ballet studio cannot be revealed to protect the identity of the victims), visiting the studio either once or twice a week and stimulating himself for almost a year before being caught.
The studio notably had glass walls and people passing by could watch the ballet practice going on inside.
Caught in the act
Chua, who works as a food delivery rider for Foodpanda, would watch the ballet practice from outside the glass windows and stimulate himself by touching his private parts over and under his pants several times.
On 22 July 2021 at about 8.30 pm, a 17-year-old student was waiting for her father at an alley near the studio when she caught Chua touching himself, they made brief eye contact but Chua continued with his act.
The girl got uncomfortable with Chua’s actions and walked away, before leaving with her father upon his arrival.
On 31 August, a police report was lodged against Chua by an employee who complained about an unknown Chinese male performing obscene acts.
The manager of the studio also warned their staff and students about Chua, showing them his photo that was caught on CCTV.
He was subsequently identified and on 8 September, the police interviewed him and he confessed that he had been doing this for a few months.
Chua would head to the studio about once or twice a week, get aroused by the students and go opposite the studio, where he could stimulate himself in his pants for about 5 to 10 minutes.
Chua pleaded guilty on 4 May for the 22 July 2021 incident, and Deputy Public Prosecutor Quek Lu Yi was quoted as saying that Chua committed the acts because he was stressed over not having a girlfriend.
Chua’s lawyer also cited a medical report that stated he suffered from borderline intellectual functioning.
