Man Jailed for Indecent Exposure at HDB Staircase

In a disturbing case that has drawn attention to issues of public decency, a 25-year-old man has been sentenced to seven weeks in jail for indecent exposure and sexual misconduct. The incidents occurred in a public housing block, where the man was reported to have exposed himself to women on multiple occasions.

The first incident took place in July 2024 when the man noticed a 38-year-old woman hanging her laundry in the common corridor. In a shocking display, he undressed and exposed his genitals to her, prompting the woman to rush home and report the incident to her husband and the police. The man was arrested shortly after but was released on bail the following day.

Repeated Offences During Investigation

According to Lianhe Zao Bao, Despite being under investigation for his initial offence, the man continued to engage in similar behaviour. In February 2025, he spotted an open door on the 16th floor of the same block and took the opportunity to undress in the staircase well, intending for the woman inside to see him. He was fully aware of the potential consequences of his actions, yet he chose to proceed, further compounding the severity of his misconduct.

The situation escalated when the daughter of the unit’s owner witnessed the man’s actions and reported it to her father. The incident was captured on their CCTV camera, leading to the man’s arrest two days later. He remained in remand until March 2025.

The man faced a total of four charges, including appearing nude in public and mischief. On June 10, 2025, he pleaded guilty to two of the charges and was sentenced accordingly. During the court proceedings, his defence counsel argued for a lighter sentence, citing an emotional disorder as a mitigating factor. However, the prosecution highlighted the severe psychological impact his actions had on the victims, particularly the initial victim who was left traumatized by the encounter.
