According to an article posted by Health Science Authority, condoms are considered medical device for contraceptive. Under Class C or D medical devices.

“With the implementation of the Health Products (Medical Devices) Regulations, from 10 August 2010, all Class C and D devices are required to be registered with HSA and dealers must be licensed prior to import and supply of medical devices. Pre-market evaluation covers the quality, safety and efficacy aspects of these devices”
All these shady videos that are selling condoms does not even indicate where the products come from and many of such online sellers do not even prove that it is a registered business. In any event, that the product is counterfeit or causes health or other issues there is no way to trace to a legal entity.
Therefore, this unknown product could possibly be counterfeit or even unregistered with HSA.

3.—(1)  Every person importing condoms into Singapore shall, when requested to do so by the licensing authority, remove the condoms from the ship, aircraft, vehicle or train by which they were imported to a place approved by the licensing authority. 6.  Any person who contravenes regulation 3 shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $5,000 or to imprisonment for a term not exceeding 2 years or to both. |
