Man, 48, Arrested After Three-Hour Standoff With Police At Clementi HDB Flat

A 48-year-old man was arrested on the night of Jul. 15 after a tense three-hour standoff with police at a Housing and Development Board (HDB) flat in Clementi.

According to Shin Min Daily News, The incident unfolded at a fifth-floor unit at Block 731 Clementi West Street 2, where the man had allegedly locked himself inside the flat together with his elderly mother.

The operation drew a significant response from emergency services, with police officers, specialised units and Singapore Civil Defence Force (SCDF) personnel deployed to the scene as a precaution.

Large Police Presence At Scene

According to reports, residents noticed a heavy emergency response outside the block as the situation developed.

When reporters arrived at around 10pm, the area below the block had been cordoned off while curious residents gathered nearby to observe the operation.

Several police vehicles, SCDF fire engines and tactical response vehicles were stationed around the block.

Police officers were deployed across multiple levels, including the fourth, fifth and sixth floors, while an inflatable safety air cushion was positioned below the unit as a precautionary measure.

At around 10:45pm, SCDF personnel were seen lowering a safety net from an upper floor towards the affected unit.

Officers carrying riot shields were also observed taking positions outside the flat as authorities prepared for various contingencies.

Man Escorted Away In Handcuffs

The standoff came to an end at approximately 11pm when a man wearing a blue shirt was escorted from the unit and led to a waiting police vehicle in handcuffs.

According to residents interviewed by Shin Min Daily News, the man had allegedly refused to open the door despite attempts by several individuals believed to be counsellors who had visited the unit earlier in the evening.

One resident said the counsellors arrived at around 6pm, but the man did not respond to their requests.

Police officers later arrived at approximately 8pm and continued efforts to communicate with him.

A neighbour said he did not witness officers forcing entry into the unit and believed the man may have eventually opened the door himself.

Another resident reported hearing repeated shouting and vulgarities coming from the unit before the arrest took place.

Police Confirm Mental Health Intervention

In response to media queries, the Singapore Police Force confirmed that officers received a call for assistance at around 7:50pm.

Upon arriving at the scene, officers established that the man had locked himself inside the residential unit and might pose a danger to himself.

Specialist officers from the Special Operations Command and Crisis Negotiation Unit were activated alongside SCDF personnel.

Police said officers successfully gained access to the bedroom where the man was located at about 10:45pm.

The 48-year-old was subsequently apprehended under the Mental Health (Care and Treatment) Act 2008.

Neighbours Describe Years Of Disturbances

Several residents living in the block told reporters they had experienced repeated disturbances linked to the unit over the years.

One neighbour claimed the man frequently shouted loudly, sometimes late into the night, causing concern among nearby residents.

The resident said the noise was so disruptive that he eventually installed soundproof windows to minimise the disturbance inside his home.

Another resident said she had lived in the block for around five years and had encountered similar incidents almost daily.

According to her, the man would occasionally shout continuously for between 15 and 20 minutes at a time.

She added that despite reports being made to various authorities over the years, the disturbances had continued.

Investigations into the incident are ongoing.
