
Former chief planner Liu Thai Ker stated that the 10 million population number is a planning parameter and not a target for Singapore.

He stated that for Singapore to continue to preserve the quality of it’s landscape despite considering space and resource constraint, Singapore must most definitely plan on the basis of a large enough population.
Liu also went on to say that his comments were his own “personal opionions”. Mr Liu, an 82 year old architect is the former CEO of the housing development board.
