According to the user, they noticed the littering habits of their neighbour since moving into the estate since Feb 2020. They had loged a complaint with the relevant authorities in regards to the matter. Some follow up action was taken by the authourities but no litters were found when the authorities were in the area.

In her post:

“I rarely bring things up to social media unless I have no choice. Like this case, regarding high rise littering and pigeon feeding in my estate.

Some of my neighbours love pigeons, cockroaches and rats, always feeding them with food such as rice, biscuits and other food waste out of her window (HIGH RISE LITTERING + PIGEON FEEDING)!

It is super disgusting and unhygienic. At night, even worse, rats and cockroaches scurried across you. This area is a common walkway where I die die have to walk past to get to my lift lobby from carpark.

After moving in since Feb 2020, we noticed this littering habit appears to persistent. We were able to catch the unit involved in this littering act in action and advised them not to feed pigeons in early May.

On May 12, as the littering did not stop, we proceeded to call NParks (Animal Management Centre) to report high rise littering and pigeon feeding where they reverted that due to Circuit Breaker measures, they were unable to send officers down for investigation, but asked if we would like to bring this up (via legal matters).

Considering the fact that the person involved was an old lady, we decided to not pursue this matter further but hope NParks or National Environment Agency (NEA) will be able to serve her a warning. A few weeks later, NParks followed up and said that they had sent an officer down to investigate but did not spot any littering. (Okay, giving the benefit of the doubt that maybe the timing plays a part here).

On September 8, we wrote into Aljunied GRC (AHTC) lodging a feedback (together with video evidence) and they have served the education notice to the relevant units (level 1 to 10) on the morning of September 9.

NEA followed up with us regarding installing cameras. But then never heard from them again.

After a month, there was no improvement at all, littering as usual.

We followed up again with pictures and records on October 8. On October 13, AHTC called us for our permission to submit the video evidence to NEA. Then, also nothing heard. Till today, the littering feeding continues.

We actually saw with our eyes, 2 of the units in level 2 and level 5 littering – clearing food waste from their pot/basin out of the windows. Observed their window ledge, super dirty.

NEA, NPARKS, CAN YOU PLEASE TAKE ACTION PLEASE?

We played our part to advise the neighbour but they turned a deaf ear.”
