Facebook user SH Sham shared a video of his upstairs neighbour commencing with some hammering and drilling works during the wee hours, at around 2am.

He shared that the situation has been like this for a decade, since 2011.
He lamented that he reported the repeated incidents to the police repeatedly but they also feedback to him that the door is not open; although the hammering sounds stop momentarily when the police visit the perpetrator.
