Lim Yong Chin (“Lim”), a 39-year-old medical doctor, founder and director of the Access Medical Clinics group, was charged in Court on 1 February 2023 for cheating, offences against a minor, voyeurism and traffic offences.

Lim was charged with cheating the National Healthcare Group Polyclinics and SingHealth Polyclinics into disbursing CHAS subsidies for fictitious claims.

Lim was also charged with exploitation of a young person, penetration of a minor below 16 years of age, voyeurism, insulting the modesty of a woman, driving whilst under suspension and driving without insurance.

If convicted, Lim faces the following punishments:

For cheating and abetment by instigation to commit cheating under Section 420 of the Penal Code read with Section 124(4) of the Criminal Procedure Code, imprisonment for a term which may extend to 10 years and a fine;

For exploitation of a young person under Section 7 of the Children and Young Persons Act, a fine not exceeding $10,000 or to imprisonment for a term not exceeding 5 years or to both;

For penetration of a minor below 16 years of age under Section 376A of the Penal Code, imprisonment for a term which may extend to 10 years, or with fine, or with both;

For voyeurism under Section 377BB of the Penal Code, imprisonment for a term which may extend to 2 years, or with fine, or with caning, or with any combination of such punishments;

For insulting the modesty of a woman under Section 509 of the Penal Code, imprisonment for a term which may extend to one year, or with fine, or with both;

For driving whilst under suspension under Section 47 of the Road Traffic Act, a fine not exceeding $5,000 or to imprisonment for a term not exceeding 2 years or to both. Under Section 42 of the Road Traffic Act, he may also be disqualified from holding or obtaining a driving licence for life or for such period as the court may think fit;

For using a motor vehicle without insurance under Section 3 of the Motor Vehicles (Third-Party Risks and Compensation) Act, a fine not exceeding $1,000 or to imprisonment for a term not exceeding 3 months or to both. He shall also be disqualified from holding or obtaining a driving licence under the Road Traffic Act for a period of 12 months from the date of the conviction.
The Police takes a serious view against any person who engages in fraudulent or dishonest conduct to obtain funding from the government. The Police also takes a tough stance against crimes, particularly those that target vulnerable victims, especially the young. Offenders will be dealt with severely in accordance with the law.

MAN TO BE CHARGED FOR OUTRAGE OF MODESTY

A 53-year-old man will be charged in court on 2 February 2023 for his suspected involvement in a case of outrage of modesty.

On 31 January 2023 at about 2.30pm, the Police received a report on a case where a woman was allegedly molested by an unknown man on 31 January 2023 at Little India MRT.

Through follow-up investigations and with the aid of images from Police cameras, officers from Central Police Division and the Police Operations Command Centre established the identity of the man and arrested him within two hours of the report. Investigations are ongoing.

The man will be charged in court with outrage of modesty, under Section 354(1) of the Penal Code 1871. The offence carries an imprisonment term of up to three years, or a fine, or caning, or any combination of such punishments.

The Police have zero tolerance towards sexual offenders who threaten the safety of the community. Offenders will be dealt with sternly in accordance with the law. The Police would also like to urge members of the public to remain vigilant and to report the matter to the Police immediately, if they witness an incident of outrage of modesty, or are aware of someone being a victim of outrage of modesty.

The Central Narcotics Bureau (CNB) said in a statement earlier today (2 February) that 4 Singaporeans between the ages of 36 and 54 were arrested for suspected drug offences.

One of the arrested suspects had put up a violent struggle during the arrest.

The CNB said that about 6.78kg of heroin, 9g of methamphetamine, 22g of cannabis, 102 Erimin-5 tablets and 14 bottles of methadone were seized during the operation, with the estimated street value of the illegal drugs being about $480,000.

A 49-year-old man and a 36-year-old woman were arrested at a block near Jurong West Street 93 for suspected drug trafficking offences, and the man put up a violent struggle.

The police had to use necessary force to subdue the suspect, according to a spokesperson for the CNB, and several packets and straws containing about 70 grams of heroin were seized from the man.

His residence was then raised in the same block and two other men aged 51 and 54 were subsequently arrested inside the unit.

Offices seized about 7 grams of heroin, 2 tablets of Erimin-5 and 5 bottles of methadone from the unit.

Before the two men were arrested, suspected controlled drugs were believed to have been thrown out of the unit’s window and the police later recovered the items, including packets that contained about 32 grams of heroin.

The 36-year-old woman and the 49-year-old man were then brought to the man’s suspected hideout at the same block, where officers found 6,679g of heroin, 9g of Ice, 22g of cannabis, 100 Erimin-5 tablets and nine bottles of methadone.

Investigations into the suspects’ drug activities are currently ongoing and if convicted of drug trafficking (more than 15g of diamorphine, or pure heroin, 250g of Ice or 500g of cannabis), they face the death penalty.

Full-time police national serviceman Finnegan Tan Yao Jie, was found dead with a gunshot wound to his head back in August 2021, at the Special Operations Command (SOC) building.

At a coroner’s inquiry hearing on 1 February into his death, the court heard that Tan lose about $10,000 to a job scam before his death, and had expressed disturbing thoughts of harming himself to his family and colleagues, according to Channel NewsAsia.

As a result, his supervisor had, at the time, assessed whether he should be barred from holding firearms.

He was found dead inside a toilet cubicle on 30 August 2021, with a gunshot wound to his head and a revolver that was drawn from the police armoury.

An investigating officer shared that a gunshot was heard by witnesses but there was nobody else inside the toilet when Tan purportedly shot himself in the head.

Officers at the scene shouted for help after discovering his body and trained medics detected no pulse in his body; Tan was subsequently declared dead by the paramedics who arrived on site shortly after.

According to the investigating officer, Tan had posted on his private Instagram saying that he was going to die, and mentioned some of the reasons; including losing his father’s money to a scam.

he had reportedly lodged a police report earlier about being a victim of an e-commerce job scam, where he lost more than $10,200 – of which $7,000 was his father’s money, which he had borrowed.

Tan also asked his sister during Chinese New Year in February 2021, about what she would do if he was dead, but didn’t elaborate further and his sister didn’t delve much further into the question.

Tan also told his father about seeing a psychiatrist, after the scam, because he was very upset about the mistake, but wasn’t taken seriously.

His internet history showed various searches, including shooting with gloves and how to write a will.

His supervisors in the police force had considered barring him from holding firearms but his situation didn’t fit the category of “financial embarrassment” which involves owing money that they cannot pay off.

One day before his death, he was heard shouting inside a SOC toilet, but the reason for his outburst remains unknown – this was reported to his supervisor.

Tan was about to attend a course at the time where he wouldn’t be armed with firearms, and he would be transferred to another troop after the course.

The new troop’s supervisor was thusly informed of the shouting incident inside the toilet.

The new supervisor, who was apparently trained in providing psychological support and giving appropriate assessments, reportedly observed Tan and saw no symptoms of him wanting to harm himself.

He then asked the team members to look after Tan and was in the midst of deciding whether to bar Tan from firearms when the shooting occurred.

The coroner’s inquiry continues and has been adjourned to another date.
