FOREIGNER BRIBED ICA OFFICER WITH “EXTRA” SERVICES & MONEY FOR SPECIAL PASS, FINED & JAILED

0

38 year old Liang Qinglan was sentenced to 25 weeks of jail and fined a total of $8,000 today (17 Dec) for bribing an Immigrations & Checkpoints Authority (ICA) officer for a special pass as she has overstayed in Singapore.

Liang, who is a Chinese citizen by birth, gave ICA officer 48y.o Teo Hwee Peng “extra services” for free and also a red packet of 188.88RMB, SGD2100 in cash and loans of about 7,000RMB.

Teo on the other hand, has already been charged for accepting bribes from Liang and another Chinese National.

Liang had pleaded guilty to four charges under the Prevention of Corruption Act as well as the Women’s charter.

There are also eight similar charges taken into consideration against her during her sentencing.

Worked as a prostitute

She initially came to Singapore and had her social visit pass expired on July 2018 and worked as a prostitute.

She was desperate to find a way to extend her stay, and was introduced to Teo by a friend on WeChat.

The friend claimed that Teo could help her get a special pass which as typically issued by ICA or the Ministry of Manpower.

Teo’s part of the plan

Liang eventually contacted Teo, who asked for her passport details, address and also an iPhone 10 in return for getting her a special pass.

Between July and October 2018, Teo also showed up at her place of residence and had intercourse with Liang without paying for the services.

Liang had however not asked him for money in return for the services.

After their wild adventures, Teo explained to Liang on how he could help her and would arrange for her to be arrested.

He was previously part of ICA’s intelligence branch and had stayed in contact with some of his contacts who he used to work with and helped him with identifying potential offenders.

He passed Liang’s information to one of his ex contacts who passed it on to an ICA officer.

Liang was subsequently arrested on 16 Oct 2018 and fully cooperated with the authorities.

She also paid a fine for overstaying and was given a special pass.

After receiving the pass, she informed Teo.

Met up in the days after receiving the pass

Days after, Teo contacted Liang in the hope of receiving more “goodies”.

Liang paid for Teo’s meals for a day when they went out to JEM at Jurong East, and even offered to buy him the iPhone 10 he had requested earlier.

However, Teo declined the offer and asked for $2,100 to $2,200 from Liang.

Later on, Teo contacted Liang for a loan which she obliged to as she feared that he would revoke her special pass and would need his help again on the pass’ expiry.

She then sent him 5,000RMB via WeChat.

Advertised services online

Liang had began to advertise her services online last year after she was charged in November, and serviced about 90 people in a rented Jurong West HDB flat.

She paid 500RMB a month for these advertisements on three websites and charged her clients $120/hour for her services before Police officers raided her unit.

$8,000 worth of her earnings were sent back to China to her family.

Prosecution & Defense findings

The Deputy Public Prosecutor argued that there were several factors present in the case and they are of the repeated bribes which she offered and the receiving party of those bribes a public servant.

In Liang’s defense, her lawyer argued that Liang was used to Chinese customs in China where it not uncommon for people to give gifts to officials as a sign of appreciation for their help.

He added that Liang has now understand the laws in regards to bribery in Singapore and deeply regrets what she has done.

He also said in mitigation that Liang had a five year old son and an elderly mother back in China where she needs to support, and came to Singapore to provide her services as competition in China was rife and it would be hard for her to earn enough there.

Penalties

Those who are convicted of providing gratification whether it is in the giving or receiving end can be jailed up to five year and/or fined up to $100,000.

PARENTS PAID $60 FOR K2 CHILD’S GRADUATION PHOTO, END UP PHOTO TAKEN BY TEACHER ON PHONE

0

A parent of a child in Kindergarten paid $60 for her son’s graduation photo only to have the photo allegedly taken by the school teacher on their phone, after allegedly telling the parent that the $60 was for a third-party photographer.

Here is the story:

“I would like to share a rather UNPLEASANT EXPERIENCE I had with *school’s name withheld* where two of my sons attended pre-school.

As my eldest child is entering primary 1 next year it is his last year with *school’s name withheld* I would expect him to have his graduation photo taken with the school.

However, i felt rather weird when I still have not heard about any photo-taking ceremony for graduation when it is going to end of October whereas his cousins/my nephews all already had theirs. So I questioned the school.

When they finally got back to my wife on the matter they said the charges for it will be $60 as it will be taken by a third-party photographer hired. Without any hesitation, we as parents immediately made payment as I believe all parents would want their child to have something of a memory.

Unfortunately for $60, the results of the photoshoot my child received was a BIG DISAPPOINTMENT.

As you can see the difference from previous years is the photos that only cost $30 compared to the present photo quality that cost $60.

if you look at these photos can you tell what school did the child went to? *school’s name withheld* IS NOT EVEN PROUD OF THEIR SCHOOL! No school name is printed in the photos at all. and what is worse is that none of the children in this group photo with the supposedly “graduation” word banner at the backdrop are wearing shoes. (Photo not included as I respect the privacy of other children)

Is this acceptable? If it is, I feel it is abnormal. There is no indication of the classmate names below the photo. So 20 years later how would my son recall his classmate without the names indicated? To put it bluntly, I can take such quality photos with my android phone at the cost of close to nothing if I have the graduation uniform at home.

Photo allegedly taken on teacher’s phone

THE SADDEST PART is my son actually told me that it was the teacher who took their photos using their phone. SO HOW IS IT FROM THE THIRD-PARTY PHOTOGRAPHER? When I contacted the school to seek clarification on the matter all I get is a reply “we will take in your advice for future

And after a few more calls and when we finally get to speak to the principal did they offer a refund (which up to now after 3 days we did not get any updates).

But the problem now is not about the $60 but the integrity a school should have accountable to all students and parents of the school.

*school’s name withheld* you can definitely do better than this.

2019 & 2020 photos cost $30
2021 photos by “hired photographer” $60″

TEEN UPLOADS UPSKIRT SCREENSHOTS OF TEACHER ONTO TUMBLR, PLEADS GUILTY

0

A teenager who cannot be named due to a gag order by the court to protect the victim and also because the teenager is under 18, pleaded guilty today (17 Dec) for uploading upskirt images of his teacher onto blogging website tumblr.

He faces two similar charges which would be taken into consideration when sentencing.

The teenager apparently did so as he felt that his teacher was showing him less concern than she used to show when he was in Secondary One.

What happened

Sometime in April or May 2019, the boy discovered that two upskirt videos were taken of his teacher and he asked two of his schoolmates to send him screenshots of the upskirt videos.

Upon receiving the images, he edited them and made up many versions of them before posting them onto Tumblr.

These uploaded content not only showed the teacher at work, but also pictures of her with family members.

Victim discovered the photos

The teacher subsequently found her photos online and made a police report on 21 May 2019, claiming that her pictures were uploaded onto adult websites.

Her face was seen clearly in all the content that was uploaded, along with her family members and the school she was working at.

Prosecutor’s findings

The prosecutor in charge agreed that the teen had acted out of malice, and also the fact that the images went viral as they were found not only on tumblr but on other adult websites.

He also noted that the teenager was only 15 at the time of the offence and thus did not object to an assessment report to see if the teenager was suitable for probation.

Defense arguments

The defense lawyer said that the teenager has been feeling remorse over his deeds and has given his full cooperation to the Police, and this is his first time breaking the law.

He added that the teenager has also went for counselling sessions to learn how to better manage his emotions and now knows the seriousness of his deeds.

Regretted his actions

When asked by the judge, the teenager said that he had gone through a lot at that point in life and really regrets his wrongdoings.

He mentioned that he had been punished severely, having been caned and suspended from school.

He asked for a chance to turn over a new leaf, given that he is doing well now especially in school.

Penalties

The judge then called for an adjournment to the case to February, pending a probation suitability report.

Those convicted of transmitting an obscene object via electronic means are liable for a jail term of up to three months and/or a fine.

However, the Honda Vezel completely ignored the red light and almost caused an accident at the junction.

Thankfully other cars were aware and stopped in time as well.”

MAN WORE THONG ON HIS FACE AS FACE MASK, KICKED OFF FLIGHT

0

A man in the US, Adam Jenne, 38-years-old, was kicked off a flight in Florida after insisting on wearing a red thong as a face mask.

The man had found it absurd that he had to wear a mask on the plane but was also allowed to take them off to eat and drink on the flight.

A video of the incident was recorded by another passenger on the plane, and Jenne was seen being told by the flight crew that he wouldn’t be allowed to remain on board the flight if he kept the red thong on his face.

He told the crew that he had worn underwear on his face before on other flights and that “it is a mask doing its job”.

Eventually, the man left his seat.

A statement was then released by United Airlines saying that the passenger “wasn’t in compliance with the federal mask mandate” and that they “appreciate that (their) team addressed the issue on the ground before takeoff”.

MAN REFUSED TO SLEEP WITH HIV POSITIVE FRIEND, STABBED HIM

0

A 30-year-old man refused to sleep with his friend, who was HIV positive, and stabbed him after the latter wanted to end their friendship.

He pleaded guilty to 10 charges, including voluntarily causing grievous hurt with a weapon, and multiple offenses relating to drugs.

He was sentenced on 16 December to 9 years imprisonment, 9 strokes of the cane as well as a fine of $3,600.

What happened?

The two men lived together in a rented condominium unit from May 2018.

On 17 August 2018, the accused returned home with another man, and the next night, he got into an argument with the 44-year-old victim over text messages.

The victim had wanted to end their friendship and left the home, before returning at about 11 pm later that night.

When the victim arrived home, he was confronted by the accused at the door, who placed a knife (a parang to be exact) on the left side of his neck.

The two then had an argument about the victim’s HIV status, with the victim being unhappy that the accused refused to sleep with him.

The two then calmed down after about 10 minutes before the victim went into a bedroom and fell asleep.

The victim then woke up at 4 am and noticed that his wallet, NRIC as well as his laptop were missing – he couldn’t open the door of the bedroom and started panicking, kicking the door while screaming the accused’s name.

The victim then accused the assailant of locking the door.

The accused then opened the door and stabbed the victim in the abdomen, and the victim then asked him to call for an ambulance, which he did.

After calling the ambulance, the accused then left the unit with the knife.

The victim suffered penetrating injuries and had to have a small part of his small bowel surgically removed.

THOSE TAKING SINOVAC VACCINE FACE HIGHER RISK OF SEVERE ILLNESS

0

The Ministry of Health (MOH) and the National Centre for Infectious Diseases (NCID) released a joint statement on 15 December.

The statement said that a new local study has found that people who receive two doses of the Sinovac vaccine are more likely to develop severe diseases from Covid-19 than those who got vaccinated with the Pfizer-BioNTech or Moderna vaccines, which are mRNA-based.

The study found that the Sinovac vaccine was only 60% effective against severe illnesses, in comparison to Pfizer’s 90% and Moderna’s 97%.

People who take the Sinovac vaccine are more likely to require intensive care and supplemental oxygen and are ultimately more likely to die from Covid-19.

The study was carried out between 1 October to 21 November and involved more than 1.25 million people above the age of 40 – 73.7% of the subjects took the Pfizer vaccine, 23.9% took the Moderna vaccine while 2.4% took Sinovac.

The study primarily focused on the Delta variant and took age, gender, race, housing types and etc into account, as well as the daily differences in the rate of infection.

The authorities have suggested those who have taken two doses of the Sinovac vaccine, to get a Pfizer or Moderna vaccine as their third dose.
