This incident just happened 5 minutes ago at Jurong West Blossom. A neighborhood cat was spotted with two cable ties (one on the front leg and one on the back) tied tightly. As you can see from the video, he was screaming in distress.
Rashal Savage and I were on the way home when we heard him. Lucky to have been curious enough to investigate where the noise was coming from. I ran up to take two pairs of scissors. As Rashal was calming him down, a male passerby helped to ease the situation.
With his help, we managed to set the cat free after assessing his well-being. He ran off after being freed.
