They were seen clustered together while riding on the road, with a couple of them on the middle lane.
The photo was purportedly taken on Sunday when the new rule of 5-per-group has yet to take effect.
However, with that being said, the group of 13 cyclists is still way more than the updated rule of 5-per-group.
