In a harrowing incident that unfolded in Bedok on Monday morning, authorities successfully rescued a 35-year-old man who was found dangling from the parapet of an HDB block. The dramatic scene unfolded at Block 517 Bedok North Avenue 2, where the man’s lower body hung perilously off the parapet.
The Disturbing Scene Unfolds
Footage captured by onlookers circulated online, depicting the man clinging to the edge of the parapet from the waist down. The distressing images garnered attention and prompted a swift response from emergency services.
Facebook user Siti Farhana shared a few videos of the incident, saying that after she sent her daughter to childcare, she came across the sight of the man hanging off the ledge.
Police received a call for assistance at approximately 9.55 am, alerting them to the perilous situation at the HDB block. The man’s precarious position raised concerns about his safety, leading authorities to deploy a multi-agency response.
Coordinated Response and Negotiation
Officers from the Crisis Negotiation Unit (CNU) and the Singapore Civil Defense Force (SCDF) swiftly responded to the scene. Negotiators engaged in a delicate two-hour process to convince the man to move away from the parapet and secure his safety.
The SCDF deployed resources, including two safety life air packs and personnel from the Disaster Assistance and Rescue Team (DART), as a precautionary measure.
Successful Resolution and Arrest
After two hours of intense negotiations, CNU officers successfully persuaded the man to abandon the precarious position, bringing him to safety at around 11.43 am.
Following the successful resolution, authorities proceeded to arrest the 35-year-old man under the Mental Health Act. This legal intervention ensures that individuals facing mental health challenges receive appropriate care and assessment.
Fortunately, the successful rescue operation concluded without any reported injuries, providing a sigh of relief for onlookers and emergency responders
