
Yes, you hear it right. The Ministry of Manpower will resume the entry approval but only for workers that can prove that they are fully vaccinated.
Other conditions include that the work pass holder must not be coming into Singapore from high-risk areas.

From 20 August 2021, 2359 hrs, all fully vaccinated travellers1
from Australia, Austria, Canada, Germany, Italy, Norway, the Republic of Korea (ROK), and Switzerland may apply to opt-out of dedicated SHN facilities and serve their 14-day SHN at their respective places of residence (e.g. residential address) or other suitable accommodation.
