S’PORE PR FROM TAIWAN JAILED FOR FALSE DECLARATION TO SERVE SHN AT HOME

Lu Yi Yin, 49-years-old, a Taiwanese man who is a Singapore Permanent Resident, was sentenced to 3 weeks imprisonment on 14 June after pleading guilty to an offence under the Infectious Diseases Act.

He had arrived at Changi Airport from Taiwan on 14 July last year and lied on his declaration form for travellers in order to serve his Stay Home Notice at home.

What happened?

He had lied on his declaration form saying that he had met the conditions to not serve his SHN at a dedicated facility, declaring that he would be serving it alone at home or with household members with the same travel history serving their SHN in the same period.

ICA officers from the house visit team then went to his home at Choa Chu Kang the next day and found his wife and daughter, who did not have the same travel history as him, staying with him in the same unit.

Lu was then told to immediately go to a dedicated facility to serve his SHN where a swab test was done, showing a negative result.

At the time of his offence, citizens of Singapore and PRs who went to Taiwan in the 21 days before their departure to Singapore, could serve their SHN at home if they met the conditions, which Lu illegally claimed to have met.

He applied with his Singpass while in Taiwan to opt-out of serving his SHN at a dedicated facility when he returns to Singapore.

He then arrived at Changi Airport on 14 July 2021 where he was attended to by an ICA officer, and he told the officer that he had successfully opted out of serving his SHN at a facility.

Lu was then given a declaration form for travellers who have opted out and he then signed the document before going home but was caught the next day.

He is currently out on bail and will start his jail term on Friday.
