Need help with noisy upstairs neighbor

I live in a hdb flat. There are many times when my upstairs neighbors are dragging things and making noise (dropping hammer, lose screws etc).
These activities carry on sometimes till as late as 10 or 11pm. My wife and I can live with it but this noise disturbs my newborn now and it’s really difficult to deal with.
To be fair, they are not drilling, but the noise is still very disruptive. I have had few encounters with them asking them nicely to keep the volume down but they are very unfriendly and inconsiderate people who always just want to pick a fight.
I don’t know what to do. Any ideas please? My wife and I are at our wits end.

They might be unfriendly because they are also feeling WTF about your accusations.- (OP) I wish it were true .. but the sound does happen when there is intermittent knocking ..and everytime I go up ..they are doing some sort of home improvement works
