He was speeding on his PMD when he crashed into a 46-year-old woman, who fell onto the ground and hit her head, resulting in her skull being fractured.

The woman was warded in the ICU for 2 weeks, and she later suffered complications such as memory loss, and having difficulties in everyday tasks such as speaking and swallowing.

What happened?

Ong was riding his unregistered PMD on 23 March, which weighed 30kg (more than the legal limit of 20kg), along a sheltered walkway at Boon Lay Avenue at about 1pm, which was not allowed on footpaths and roads.

He was speeding at the time and lost control of his PMD, crashing into the woman, who was sent flying off the ground and landing on her back, with the back of her head landing on the ground first.

She ended up losing consciousness for a moment, as passersby rushed to her and called for an ambulance.

Ong stayed at the scene and called out to the victim, who was not responding, and he then left the scene to go to his girlfriend’s home because he didn’t know what to do.

The victim later regained consciousness and was bleeding on her arm, but she was not able to move – she was later found to have fractured her skull and had internal bleeding around her brain.

She was given 132 days of hospitalisation leave, and as a result of the accident and her resultant disabilities, have been seeing a physiotherapist, a speech therapist and an occupational therapist ever since.

Ong was later arrested on 25 March after the police identified him through security footage in the area of the incident.
