19 Women Arrested After Police Raids On Jurong Massage Parlours And TCM Outlets

Singapore police arrested 19 women following a series of enforcement operations targeting suspected vice-related activities and work permit offences at massage parlours, beauty salons and Traditional Chinese Medicine (TCM) outlets in Jurong.

The operations were conducted between March and April 2026 and involved officers from the Clementi Police Division, alongside agencies including the Ministry of Health and the Housing & Development Board.

According to the Singapore Police Force, the women arrested were aged between 24 and 55.

Authorities said the raids focused on premises located along Jurong East Avenue 1 and Jurong East Street 21.

Vice Activities Allegedly Found In Multiple Premises

Police revealed that vice-related activities were allegedly uncovered in two TCM outlets and three massage establishments during the operations.

Out of the 19 women arrested, 14 were detained for their suspected involvement in vice-related activities, while another five were arrested for alleged breaches of work permit regulations.

The crackdown forms part of ongoing enforcement efforts targeting illegal operations disguised as wellness, beauty or therapeutic businesses across Singapore.

Law enforcement agencies have increasingly intensified checks on massage parlours and similar establishments amid concerns that some are operating beyond their licensed scope of business.

Eight Operators Under Investigation

A total of eight operators are currently being investigated in connection with the case.

According to police, seven of them are suspected of providing massage services without valid licences.

Another operator, despite reportedly holding a valid licence, is under investigation for allegedly failing to ensure employees did not provide sexual services within the establishment.

Authorities stressed that operators have a legal duty to ensure their businesses comply fully with licensing conditions and Singapore laws.

Heavy Penalties Possible Under Singapore Law

Under Singapore’s Women’s Charter, individuals convicted of facilitating sexual services for payment may face fines of up to S$100,000, jail terms of up to five years, or both.

Those found guilty of maintaining premises used to facilitate vice-related activities can face similar penalties.

Meanwhile, operators found running massage businesses without valid licences may be fined up to S$10,000 and jailed for up to two years.

Repeat offenders face even harsher punishments, including fines of up to S$20,000 and imprisonment of up to five years.

Licensed operators who fail to prevent employees from offering sexual services may also face fines of up to S$50,000, imprisonment of up to two years, or both.

Authorities Vow Continued Enforcement Operations

The Singapore Police Force said it will continue carrying out strict enforcement action against businesses and individuals involved in illicit activities hidden within beauty and wellness establishments.

Authorities have repeatedly warned that businesses attempting to circumvent licensing laws or engage in illegal vice operations will face serious consequences.

The case has once again highlighted ongoing enforcement efforts aimed at maintaining regulatory compliance and public order within Singapore’s wellness and massage industry.
