
Back in 2013, it was stated that the government spends $36million dollars yearly on foreigners to give out close to 2000 scholarships to them. This was stated during a conference between various individuals which include Minister K. Shanmugam.

But in the year 2019, it was reported The Ministry of Education spends about $238 million a year on scholarships and tuition grants for international students studying in Singapore.
Out of the S$238 million, S$108 million are spent on tuition grants. The rest of the S$130 million are on scholarships. It is also believed that there are individuals who default on their bond obligations as well after being given scholarships.
