
A video Of Man ‘Dropping’ Puppies At Upper Peirce Reservoir Sparks Frantic Search & Rescue Mission went viral in 2020 and the man claimed that he was bringing his pet dogs for a swim at the canal.
In the 13-second video, a man is believed to be ‘dropping’ around 4-5 puppies into a drain, later identified as a location at Upper Peirce Reservoir. At that time, more than 50 people were alerted to rescue the dogs.
The man was charged in court on Wednesday (February 24). The defendant is 59-year-old Zhang Huaming, from Malaysia and a local permanent resident. He faces 27 charges, including violations of 12 parks and trees ordinances, 12 animal and bird (dog license and control) ordinances, an animal and poultry ordinance, and two violations of Covid-19 (provisional measures)
According to the charge, the defendant kept five pet dogs in a private residential area around Thomson, including a poodle, a Labrador, a mixed breed and two golden retrievers, exceeding the regulations. Three allowed. The defendant brought five dogs into the Upper Pierce Reservoir at 11:32 am on May 8th and 11 am on May 9th last year, respectively, and were on their way to the reservoir.
In addition, the defendant was also accused of breaking into an area marked with a “no entry” sign about 5 meters from the main entrance of the reservoir on both days, and let the poodle fall into the water from a height of about 1 meter on the 9th.
Since the defendant went out for no reason during the blocking measures and took five dogs to swim in the reservoir, he also violated the Coronary Disease 19 (Interim Measures) Act 2020.
