FATHER OF TWIN 11 Y.O BOYS TAKEN TO CRIME SCENE BY POLICE

The Father of the twin 11 year old boys who was found dead in a canal at Upper Bukit Timah , Xavier Yap Jung Houn, was taken by the police back to the crime scene today (27 Jan)

Yap had been charged with murder of one of his two boys, Ethan Yap E Chern.

Brought back to crime scene

He arrived at the scene at 3:10pm by a black van and was spotted donning a red shirt and dark pants accompanied by five Police officers who surrounded him.

He was also wearing a handcuff.

Police had earlier cordoned off the area.

He was then led to the steps leading down to the canal by Police officers.

Officers seen placing placards of walking direction

Two officers were seen placing placards all over the park.

These placards had arrows pointing to a certain direction and were placed at a nearby playground and also at steps leading to the canal.

Another was also placed on the footpath which led to the canal.

After about half an hour, Yap was led back to the black van by officers and they left the scene.

Recap on case

For those who are still ignorant of what has happened, Yap was arrested by the Police a day after the two boys were reported missing by him.

He had called the Police from a playground in the vicinity of the crime scene and when officers arrived, they found the two boys lying in the canal.

Paramedics at the scene then pronounced both of them dead.

A massive search was conducted for the two boys near the forested region in the Upper Bukit Timah near Toh Tuck Road area.

Gurkhas and the K-9 unit were also deployed to help the Police in the search.

After all the possible leads led to Yap, he was arrested.

Remanded for a week

At his court session, the prosecution had asked for him to be remanded for a week with special permission to bring him out for investigations sake.

The case has been further adjourned to 31 Jan.

Members of the public had visited the spot where the two brothers were found to place flowers and a prayer session by six different religious faiths was also held at the canal on Sunday Morning.

OXFORD UNIVERSITY LOOKING FOR VOLUNTEERS TO KENA VIRUS

Oxford University is looking for volunteers to catch the virus all in the name of Science.

It is the world’s first medical trial that is authorised to get participants infected with the virus and it is looking for volunteers who are willing to get infected so that they can explore more on better vaccines.

Phases

The research has two phases and it is currently in its first phase.

The first phase seeks to find out how much viral load is needed for a person to get infected and the second phase seeks to find out how much immunity is need by a person to prevent the person from getting infected.

Researchers are now close to finding out the least possible viral load that can get half of the volunteers exposed to be asymptomatic or have mild infection.

After that, they plan to get all the volunteers who were either recovered or vaccinated to the same viral load of the original virus to determine how much antibodies or immune T-cells are required to prevent infections.

The result of the tests will then give the researchers the information that they need to make a new vaccine.

Finding out how much reaction is needed

Immunologists from around the world have been trying to find out how much immune reaction is required by a vaccine to prevent infection.

Once they have found out how much is needed, there will be no need for so many trials.

Scientists have been using humans as test subjects to develop vaccines and treatments against many diseases and this is the first time it is using it against the virus.

The only negative effect of using humans is the amount of harm it will cause to the volunteers but Oxford will be taking necessary precautions.

Eligibility

Volunteers who wish to participate must be healthy and between the ages of 18-30.

They will also have to go through a 17 days quarantine and those who get any symptoms will be treated by Regeneron’s monoclonal antibody treatment Ronapreve.

2 CHARGED FOR CONSTRUCTION WORKER’S DEATH IN 2016 CRANE ACCIDENT

Two were charged in court today (27 Jan) for causing the demise of a construction worker and also another to suffer from injuries due to workplace safety lapses in 2016 at Lee Kong Chian School of Medicine.

The Ministry of Manpower (MOM) had then said during the incident that a 25 year old construction worker passed away due to an accident where the floor crane which he was operating on dragged him together after it collapsed and dropped from a building.

Charged under Workplace Safety and Health Act

Citigondola, a crane supplier, was charged under the Workplace Safety and Health Act (WSHA) as it did not ensure that information for using the crane safely was available.

The company was alleged to have failed in providing the necessary safety information such as the safe distance to put the crane from the building and the wind speed which would have rendered the usage of the crane unsafe.

Their failure to make such information readily available caused Islam Mohammad Rakibul to pass away and injured Micheal Antony Robert Robinson.

39 year old Vu Phan Anh, who is Citiwall’s design manager was also charged with wilfully committing an act endangering the safety of others

This was because he deliberately did not get the floor crane examined and tested properly to ensure it was safe for usage.

He was also alleged to not have prepared ‘adequate lifting’ which caused the death and injury respectively.

Citiwall had also been given charges for not taking necessary measures to ensure that their workers were safe when working, failing to ensure the safe operating procedures for the crane were adhered to, failing to provide equipment for supervisor to measure wind speeds, for not ensuring that the floor crane had no unsafe modifications and also not using a proper checklist for pre-operations checks.

They are set to return to court in March.

NEA SEEKING FEEDBACK FROM PUBLIC ON CHARGING OF PLASTIC BAGS

The National Environmental Agency (NEA) said today (27 Jan) that it seeks the public to provide feedback on their views of the charging of plastic bags which it plans to implement by the first half of 2023.

From Thursday, the public can provide their views on the proposal and whether it should also apply to orders online.

NEA’s views

NEA says that charging per bag is equitable and effective as the paid amount will be the same as the number of bags taken.

NEA also hopes to educate the public to reduce the number of bags taken by charging 5 to 10 cents per bag and yet at the same time not cost too much of an impact on shoppers who make bulk purchases and also the lower income families.

They also said that for online purchases, since the shopper have no control over how many bags are used and have no options in using their own reusable bags, no charge will be proposed.

There are also proposals for supermarket operators whose revenue annually is above a certain amount to disclose the number of bags issued out and the amount they collect from the bags and how they used the money.

More than 1,000 stakeholders were also consulted and supermarkets in other countries who also charged for plastic bags were also studied.

Studied similar countries

Countries such as Hong Kong, Netherlands and Taiwan had the consumption of plastic bags reduced drastically when the charging of bags came into place.

The percentage of the reduction was as high as 80 percent.

Singaporean household disposables

2/3 of disposables in 2019 and 2020 in Singapore by households were also plastic bags.

Shoppers also took about 820 million plastic bags per year and that is about 146 bags per person on average.

MAN JAILED FOR KNOCKING INTO DELIVERYMAN ON PURPOSE

A 64 year old male driver, Kong Tong Ngok, was today (27 Jan) sentenced to a jail term of four weeks and slapped with a driving ban of one and a half years for his reckless actions back in June 2020.

He was charged with a count of causing grievous hurt by a rash act endangering the life of a motorcylist, who was working as a food deliveryman.

Knocked motorcyclist with his car on purpose

Kong was working as a food deliveryman at the time of the incident as well.

On 9 June 2020, at about 11.55am, Kong had parked his car at the side of the road at Kadayanallur Street in Tanjong Pagar while waiting to collect his food order when he met the victim.

The victim, 58, was on his bike and had realised that the road was jammed up with cars which were stopping and parked illegally on the road side.

Kong was at the opposite lane where his vehicle was the only one which blocked the road so the victim walked over to ask him to move forward to clear the road.

Kong however, ignored the victim’s signals to move forward.

The victim then took out his phone wanting to take a picture of Kong’s vehicle obstructing the road.

That was when Kong moved his vehicle forward on purpose with the intention to knock the victim.

Victim injured, given 14 days hospitalisation leave

Even though the victim had extended his had out to the bonnet to protect himself, Kong did not stop moving forward.

As a result, the victim fell backwards and injured his right wrist and was sent to hospital after a security guard in the vicinity witnessed it and phoned the ambulance and police.

The victim was diagnosed with a fractured wrist and tenderness over his shoulders at the hospital and was given 14 days of hospitalisation leave.

Kong’s plea

Three to four weeks of jailed was sought by the prosecution for Kong together with one and a half years of driving ban.

He mitigated through his lawyer that he regretted his actions and was not in the best of health after his wife had divorced him recently.

He had also not budged when signalled to move forward because he thought that his order was going to be ready.

He had wanted to drive off when the victim took a photo as he did not want the victim to send the picture for enforcement action as he could not afford to pay fines.

He had also intended to apologise to the victim and also admitted his mistakes when caught by the Police.

Penalties

Kong could have been jailed up to four years and/or fined up to $10,000 for his role in causing grievous hurt through a rash act endangering human life.
