According to a Facebook post published by NEA, someone took photos of a funeral and reported it to the authorities.
NEA has published an update and also mentioned the guidelines for attending the funeral.

“We are aware of photos of multiple guests attending a funeral wake at the void deck of an HDB block at Clementi.”
“Under the COVID-19 (Temporary Measures) (Control Order) Regulations 2020, every individual must stay at his or her ordinary place of residence in Singapore unless otherwise specified, during the circuit breaker period. Attendance at cremations, burial services, and funeral wakes, are permitted during this period but the attendance at such events shall be kept to 10Â persons or fewer, and limited to family members as far as possible. This applies to the foot procession send-off as well. Funeral directors are to ensure that families comply with the measures. Everyone needs to take these measures seriously and co-operate to work together to protect ourselves, our family and friends, and the people around us.”
“The authorities have conducted their checks and have warned the family and the Funeral Director to abide by the measures. We will monitor the wake closely to ensure compliance, and will follow up with any infringement of the COVID-19 regulations.”
