A footage of a minor accident that happened today (19 Nov) at a zebra crossing at Whampoa East around 1137am was seen on social media today.
The accident involved a BMW vehicle bearing the vehicle number plate of SLE988L and a pedestrian who was trying to cross the road via the zebra crossing.
A closer look at the footage shows that the woman was walking towards the zebra crossing and slowed down while the BMW was approaching.
Presuming that the BMW driver knows the traffic rules and will slow down while approaching the zebra crossing, the woman raised her hand in the direction of the BMW, seemingly gesturing to the driver to say “Thank You” for giving way or gesturing the driver to let her cross the road first.
However, the driver failed to see her hand sign and also failed to slow down, resulting in the vehicle hitting the woman.
After the woman was hit, she could still walk off as if nothing has happened.
Road Traffic Act
Under Chapter 276, Section 84 of the Road Traffic Act it states that there is a duty to stop in case of accident:
When an accident happens because of a motor vehicle on a road resulting in damage or injury to person/persons, vehicle or structure, the driver of the motor vehicle must stop the motor vehicle and do any of the neccessary based on the scenarios:
| (a) | If requested to furnish the driver’s particulars as requested by any person at the scene of the accident, the driver must provide the driver’s particulars to that person. |
| (b) | If no one in paragraph (a) is present at the scene of the accident, the driver must take responsibility to inform the owner if there is any damage to the vehicle or how much damage is caused to the vehicle or structure, as well as provide that owner with the driver’s particulars. |
Under Singapore’s legal system, failing to stop is considered a ‘hit and run’ and it is a punishable offence with a penalty of a maximum fine of $3,000 or 12 months in jail for first-time offenders.
If you are found to be irresponsible, it will make things more complicated such as future insurance claims.
