In a concerning development, some massage establishments offering suspicious services in Singapore have come under scrutiny for allegedly accepting Community Development Council (CDC) vouchers meant to support heartland merchants and hawkers, according to a report by TODAY.

Dubious advertisements, often accompanied by suggestive content, have surfaced online, promoting services such as “Juagen massages” which involves the use of acupressure and other techniques to stimulate specific points on the male private part, as well as prostate massages.

These establishments claim to accept the government vouchers intended to defray living costs.

Since the launch of this year’s CDC vouchers on January 3, multiple massage parlours have reportedly encouraged customers to utilize half of their S$500 allotment on services that raise eyebrows.

Ads featuring suggestive images and explicit services have proliferated on Facebook, Telegram group chats, and other online platforms promoting massage services in Singapore.

Undercover Exposé: Special Services Offered

TODAY conducted an undercover operation, patronizing two massage establishments accepting CDC vouchers in mid-January. During standard hour-long body massages at both places, the attending masseuses reportedly offered “special services” which were declined by the undercover reporter.

Subsequently, police reports were filed, and the CDC was notified on the same day.

Regulatory Measures and Responses

The CDC vouchers, introduced in June 2020 to assist lower-income households and support local businesses during the COVID-19 pandemic, allocate S$250 for spending at heartland retailers and the remaining S$250 at supermarkets.

Massage establishments fall under the Massage Establishments Act, and the police assured that they would investigate any violation of laws or licensing conditions, with potential suspension or revocation of licenses for serious offenses.

Responding to queries, the CDCs stated that they work closely with merchants, guiding them on the scheme and briefing them on terms and conditions. However, if any participating merchants are found to offer illicit services, they assert readiness to remove them from the scheme.

Wee, who pleaded guilty to the charge, unzipped his jeans, touched himself, and rubbed his exposed genitals against an unsuspecting female cosplayer, according to TODAY.

The incident occurred on October 30, 2022, at the Suntec Convention Centre during a fan event for Genshin Impact. Wee was present with his wife and one-year-old son. Seizing the opportunity while his family was away, he engaged in indecent behavior by touching himself in a crowded public setting.

As part of his inappropriate actions, Wee targeted a female cosplayer, closely following her. Unaware of his lewd intentions, the cosplayer initially dismissed the contact, attributing it to the crowded surroundings and the nature of cosplay costumes. The teenager actively promoted the illegal products on his Instagram account between May and June 2021. The promotional posts included flavors and giveaways to encourage users to share the content. Health Sciences Authority (HSA) officers received information about this father-and-son duo engaged in the unlawful sale of e-cigarettes, leading to a subsequent operation at their home.

Seizure and Investigation

On August 25, 2021, HSA officers conducted a raid, seizing 187 sets of e-cigarettes, 604 boxes of e-cigarette pods containing 1,812 pieces, and 115 loose pieces of e-cigarette pods. Examination of their phones revealed evidence of peddling activities. The father, aware of his son’s involvement, admitted to obtaining e-cigarette devices and paraphernalia from an individual known as “Cyril,” who also referred customers to him.

The father acknowledged making a profit of about S$200 before their operation. The teenager’s advertisement activities on Instagram were part of the evidence gathered during the investigation.

Separate Incidents and Singpass Account Misuse

Apart from the e-cigarette charges, the teenager admitted to being involved in group fights in July and August 2022. In one incident, a fight erupted after a member from the teenager’s group revealed that he had shared their names with the police under pressure.

Furthermore, the teenager confessed to selling his Singpass account details between September and October 2022. Despite being promised S$4,000, he did not receive any payment. His Singpass account was later misused to create bank accounts, one of which was used to dissipate at least S$8,300 from six scam victims.
